As the state results are certified (Nov 4th isn't a Federal election), that state's Electoral College member pledges to vote for the state-winning candidate, then they all <a href="http://en.wikipedia.org/wiki/Electoral_College_(United_States)#Meetings_of_electors" rel="nofollow">meet in December</a> for the official Federal vote. Tradition and <a href="http://en.wikipedia.org/wiki/Faithless_elector" rel="nofollow">faithless elector laws</a> ensure they vote as pledged. I also can't find any info re: something occurring Nov 5th to officially begin the briefings. It seems like it just happens in good faith when enough states have certified results. I was curious about this, too.
